We need one level of safety and security for all airline operations, but the air cargo industry still flies and produces aircraft without hardened flight deck barriers.
The air cargo industry has fought attempts to prevent the breach of a flight deck by requiring a hardened flight deck door. This is troubling for many reasons, including that cargo airlines continue to place non-flight personnel on board these aircraft. The lack of an Intrusion Resistant Cockpit Door on all-cargo aircraft creates a vulnerability if there is an attempt to take over the aircraft or an attack on the pilots or flight deck. H.R. 4598, the Cargo Flight Deck Security Act of 2023 brings the all-cargo airline industry’s safety and security requirements for operators to the same level presently maintained by passenger carriers.
Cargo pilots fly the same routes, in the same airspace, and into the same airports as passenger airlines, and the all-cargo arena continues to be identified as a significant target and exposed to insider threat. This legislation can help change that.

As the Senate considers the FAA reauthorization, we remind lawmakers that pilot production is up, the passenger fatality rate is down, and we are experiencing the safest period in airline history. In addition to ensuring stable, long-term funding for the FAA, there are numerous legislative proposals that would help advance our aviation system and the piloting profession without jeopardizing the lifesaving statutes already in law.
Here are five actions Congress can take to meaningfully ensure a strong pilot supply, boost air service for small and rural communities, and maintain the safest aviation system in the world.
1️⃣ Provide federal financial aid for flight training (S. 1292/H.R. 2874).
2️⃣ Expand education savings plans to be used to cover the costs associated with flight training (S. 1561/H.R. 1818).
3️⃣ Expand Aviation Workforce Development grants (FAA reauthorization H.R. 3935, Section 301).
4️⃣ Provide veterans with pilot-training opportunities (S. 748/H.R. 3128).
5️⃣ Prioritize, reform, and fund essential air service for small communities.
