David Kipping says something fundamental has shifted in science.

Maybe so! I've never worked at the EPA, so I'm not familiar with its inner workings to validate that statement. I do know someone who worked at the EPA in the past, and they claimed the majority of staff was 'not working' or working on personal projects in their department. But perhaps (hopefully!) things have changed, or maybe this person's experience was inaccurate.
