INTRA AFRICAN TRADE FAIR COORDINATING OFFICE (IATFCO) ENTITIES HOSTING AGREEMENT BILL, 2026

The IATFCO Entities Hosting Agreement Bill, gazetted on 27 February 2026, is a landmark legislation that formally gives legal force to the Host Country Agreement between Zimbabwe, the African Export-Import Bank (Afreximbank), the African Union Commission (AUC), and the African Continental Free Trade Area (AfCFTA) Secretariat.

This Bill establishes Zimbabwe as the host nation for the Intra-African Trade Fair Coordinating Office (IATFCO), the institution mandated to organize and manage Africa’s flagship trade fairs under the AfCFTA framework.

Climate Change Management Bill

The Office of the Attorney-General successfully drafted the Climate Change Management Bill, H.B.5, 2025. The landmark Bill was published in the Gazette on Friday, 29 August 2025 and will be introduced in Parliament in line the relevant Standing Rules and Orders of Parliament.

National Drug, Substance Abuse Control and Enforcement Agency Bill and the Police Amendment Bill

This week, the Office is working on proofs for the National Drug, Substance Abuse Control and Enforcement Agency Bill, H.B.12,2025, and the Police Amendment Bill, HB.11, 2025. The two Bills will be published in the Gazette in due course.

Today, H.E. met a delegation from Huawei Technologies. Discussions centred on the upgrading of the High Performance Computer Centre to boost performance through artificial intelligence as well as the setting up of a digital training facility in Zimbabwe. The aim is to accelerate the digital economy by spreading the benefits of AI to other sectors of the economy and society at large.

H.E. also met with the China Railway Group (CREG) Chairman, Mr Chen Wenjian, and his delegation. The meeting centred on investments to revamp Zimbabwe’s rail system. The AG, Hon V. Mabiza among other ministers participated in the discussions.

The role of the Attorney-General in Investment Negotiations:

1. Legal Advisor to the Government
The AG advises the President, Cabinet, and ministries on the legality and constitutionality of investment proposals.
This includes reviewing whether proposed agreements conform to:
•The Constitution,
•Zimbabwe Investment and Development Agency Act,
•Public Procurement and Disposal of Public Assets Act, and
•Bilateral Investment Treaties (BITs) or trade agreements.

2. Drafting and Vetting Investment Agreements
The AG’s office vets or drafts investment contracts, concessions, or MOUs to protect the legal and financial interests of the state.
•Ensures clauses on dispute resolution, ownership, profit-sharing, and termination are legally sound.

3. Protecting National Interests
Prevents agreements that may undermine sovereignty, violate environmental or land laws, or lock Zimbabwe into unfavourable long-term obligations.

4. Dispute Prevention and Management
•The AG plays a key role in structuring contracts to minimize legal disputes and represents (or guides) the state in arbitration or litigation, should disputes arise.
•Works with ministries and ZIDA to ensure clear dispute resolution clauses in investment agreements.

5. Compliance with International Law
•Advises on whether proposed investments align with:
•International investment treaties Zimbabwe is party to (e.g., SADC protocols),
•WTO rules, or
•Debt or aid conditionalities.

6. Supporting the Zimbabwe Investment and Development Agency (ZIDA)
•Though ZIDA leads in promoting and approving investment, the AG’s office supports ZIDA legally, especially in major or sensitive deals (e.g., infrastructure, mining, energy).
•The Constitution empowers the AG to intervene in any matter where government legal interests are at stake.
