Polkadot 2.0 has three core technical pillars:

→ Async Backing ✅ Boosts rollup throughput.

→ Agile Coretime ✅ Allocates coretime on a rental basis.

→ Elastic Scaling 🔜 Rollups dynamically scale up their compute power.

The passing of Referendum 1721 will enable the RFC103 runtime, which will be enacted on Monday September 8th.

Once enacted, the Relay Chain Elastic Scaling feature is complete!

Ref 1721 is currently passing with 100% AYE vote.
