One-third of all prisoners under preventive detention in India are from Tamil Nadu, according to NCRB’s 2024 prison data.
Among them, Dalits account for 31.2% of detainees, despite forming only around one-fifth of TN’s population. The data also shows a large number of detainees are young and from economically vulnerable backgrounds.
Police defend preventive detention as necessary to control crime and violence. But lawyers and rights activists argue that these laws are increasingly being used beyond exceptional situations, pulling more first-time and marginalised offenders into the system.

CMRL Issues Mandatory Advisory on Metro Etiquette; Violators to Face Fines for Noise Disturbance
CMRL requests passengers to observe Metro etiquettes and show consideration for their fellow passengers.
As per Section 59 of the Metro Railway (Operations and Maintenance) Act 2002, any act that causes nuisance or discomfort to fellow passengers or interfering with the comfort of passenger is a punishable offence. This includes, but is not limited to, using mobile phones in a manner that creates excessive noise, such as loud conversations, playing music/videos without headphones, or use of speaker mode in metro trains and premises.
As defined under the Act, passengers found engaging in such activities shall be liable to pay a fine up to ₹500 and Subject to removal from metro premises by authorized officials, if necessary.
Hence, CMRL Request all passengers to Use headphones; avoid speaker mode and loud conversations in metro premises to respect fellow commuters’ comfort.

Justice Ujjal Bhuyan of #SupremeCourt flags low conviction rates in UAPA cases. Pointing out that the conviction rate is less than 5%, he asks why people must be kept in jail for years under UAPA.
"This shows that vast majority of persons arrested were not convicted, indicating that many arrests may have been premature and unsupported by sufficient evidence. With a conviction percentage being less than 5% and a chance of acquittal being 95%, the question is why should an accused be confined to jail for years and years together?. 5 years or 6 years without charges being framed, without a chargesheet being filed, can this go on?
