దీనికి కారణం పప్లిక్ రూల్స్ పాటించకపోవటంతో పాటు స్వయం పోలీస్ డిపార్ట్మెంట్ కూడా ..
ఎందుకంటే వీడ్లు కొన్ని సంవత్సరాలుగా చెకింగ్ పేరు తో వెహికల్స్ పైన ఉన్న చలాన్స్ మాత్రమే చెక్ చేస్తున్నారు ఎవ్వరిని వేరే పత్రాలు ఏమి అడగడం లేదు అందువల్లనే చోరీ అయిన బండ్లు కూడా రికవర్ అవ్వడం లేదు..
