Update 3,5 Wochen (!) später: Wir haben endlich einen Termin für einen Test erhalten! Und das nur, weil sich eine ehrenamtliche Mitarbeiterin im Gesundheitsamt dem Fall angenommen hat.

Interesting and a bit shocking: One of our kid has symptoms of #COVID2019. Since 8 hours we are on the phone with the local Gesundheitsamt, pediatrician, etc.
Result: No one is “in charge”.
