Kenya’s Virtual Asset Service Providers Regulations, 2026 are now out.

Key provisions include:
—Rules apply even to offshore firms targeting Kenyan customers.
—Minimum paid-up capital: KES 100M for exchanges, KES 150M for wallet providers and KES 300M for stablecoin issuers.
—Stablecoins must be fully backed by reserve assets, with at least 30% of funds held in segregated trust accounts at Kenyan commercial banks and redemption available at par.
—Crypto promoters must disclose payments/commissions, while advertising must carry clear risk information.
—Cybersecurity incidents must be reported to regulators within 24 hours.
—Cold calling is restricted, with calls limited to 8am–5pm and firms required to maintain Do-Not-Call lists.
