Turkey currently accounts for 40.6% of all pending applications before the European Court of Human Rights, with 23,050 out of 56,800 cases pending as of May 2026.
It also has the highest number of leading ECtHR cases among Council of Europe member states, with 457 leading judgments, of which 146 leading cases and 307 repetitive cases remain unresolved, leaving a total of 453 open cases.
Furthermore, Turkey is the only Council of Europe member state currently subject to infringement proceedings for failing to comply with an ECtHR judgment.
These figures are not merely statistics; they point to persistent and systemic challenges in the implementation of human rights standards and the execution of Court judgments. ���� URGENT: FEARS OF ENFORCED DISAPPEARANCE IN MOZAMBIQUE
A Turkish lawyer Emre Çınar (35), who has lived in exile in Maputo since 2017, was detained on 30 Dec 2025 (~15:00) by officials believed to be Mozambican intelligence.
His whereabouts remain unknown, raising serious risk of enforced disappearance & unlawful extradition.
According to information provided by his family and local Mozambican reports, his phone and personal belongings were confiscated, and he was told that he would be taken to the public prosecutor’s office. However, the alarming reality:
❌ He has NOT appeared before a prosecutor.
❌ He is NOT registered at any police station.
❌ There is NO official record of his detention.
❌ His whereabouts are currently UNKNOWN.
No official explanation has been provided to his lawyers or family.
Emre has lived lawfully in Mozambique since 2017 after fleeing political pressure in Türkiye. There are grave concerns of an illegal "black site" detention or imminent unlawful extradition (refoulement) linked to Turkish political requests.
As a result of ongoing inquiries, grave concerns have emerged that this incident may be linked to politically motivated extradition requests by the Turkish authorities.
It is widely known within the international community that Türkiye has, for many years, pursued the return of individuals abroad for political reasons.

• The United Nations (UN)
• The UN Working Group on Arbitrary Detention
• The UN Working Group on Enforced or Involuntary Disappearances
• Amnesty International
• Human Rights Watch
• The African Commission on Human and Peoples’ Rights as well as all international human rights institutions, lawyers, journalists, and people of conscience, to urgently raise their voices.
⚠️ Any secret detention or extradition that violates the rule of law, human rights, and international conventions is unacceptable.
We demand that:
• Emre Çınar’s whereabouts be immediately disclosed,
• He be granted access to his lawyers,
• His legal and procedural safeguards be fully ensured.
Silence is the greatest enabler of such violations.
