So, why was MATTHIAS WALUKAGGA disqualified by the Justice Byabakama Commission?
To begin with, what is the difference between a S.6 "graduate" and S.4 or even a P.7 "graduate"? I have employed all of them, and can unequivocally state that many times, the only difference I have found is in ENGLISH PRONUNCIATION, not even its understanding, but just PRONUNCIATION. How can that be the test of our INTELLIGENCE AND ABILITY? So, that the law sets such a BASELINE as the test of our intelligence of the African is INSULTING. But the bigger problem is lack of CONSCIOUSNESS of the African elite in charge. If they were conscious, then, the interpretation of such STUPID LAWS would be liberal, not restrictive. It would be for the benefit of SOCIETY and the INDIVIDUAL, AND NOT THE OPPRESSIVE INSTITUTIONS OF THE COLONIAL STATE. And this would not be JUDICIAL ACTIVISM, but LIBERATION NECESSITY.
Secondly, coming to the substance of the EXPIRY OF MATURE ENTRANCE CERTIFICATE(if what I'm reading is correct); How can this expire if it is what enabled him to be admitted for a University Degree? Not that I attach great significance to these Westminister Papers,really when it comes to African LIBERATION STRUGGLE, because these WESTERN QUALIFICATIONS have done more in the BRAINWASHING of AFRICAN MINDS than a MILLION COLONIAL WHIPS! But still, let it be as it is, how can the Certificate expire, they say, in 2years?
If I bought a train ticket from Kampala to Cairo; say the journey takes 4 days. But my ticket reads it is valid for only 2 days. I board the train, and on 3rd day, at ASWAN, Egypt, an Inspector checks my ticket, would he say it is expired? Ofcse, the EXPIRY refers to when the TICKET IS NOT USED. Once it is used, it doesn't expire, IT IS USED. Once a MATURE CERTIFICATE takes you to University, it can't expire, it becomes part of your qualifications to the University, PERMANENTLY! So if it expired, what then took him to the University?
But for me, the MAIN POINT IN ALL THIS IS THIS; AMMEND THE LAW AND REMOVE ACADEMIC QUALIFICATIONS AS A REQUIREMENT FOR POLITICAL OFFICE. Politics is a pig job(VERY DIRTY),so should require no Academic Qualifications to work in a PIGSTY!
And there are many reasons for this; Firstly, many of them are FORGED. You can tell when you hear some of these Pple speak and try to reason. But even the things they do, just crazy stuff, of a peasant mind!
Secondly, by nature of our SOCIETY, UNDERDEVELOPED, and still UNDER COLONIAL YORK, Speaking English wouldn't be my main worry for a LOCAL LEADER whose main focus should be to bring security to his village, and mobilize for the liberation struggle. MPs are local leaders that should ensure there are be Pit Latrines in the villages, ensurimg there is money allocated for Boreholes in their villages, that the allocated monies are not stolen,and........
Therefore, We need to come up with a different test, a NEW REQUIREMENT that befits our SITUATION and is APPROPRIATE to our PROBLEMS. We cannot use same Benchmarks set for those LITERATE IMPERIAL SOCITIES OF THE WEST.
As the 3rd #UNTaxConvention session opens in Nairobi, @ISERUganda is demanding an ambitious treaty for the Global South. The current draft "still lacks substance" & fails to stop MNCs from draining billions from countries like Uganda—money needed for education, health & social protection. We demand member states adopt unitary taxation with formulary apportionment (under Article 4). It's time to tax corporations where they make their money.
We need a convention with teeth, not an empty shell.

As we wrap up #SocialProtectionMonth2025, we’re delighted to have partnered with the @Mglsd_UG, @ESPprogramme, @rasmusjs, @sightakatukunda, @upfsp under the leadership of Hon @Kabahendaflavia, and other stakeholders in advocating for enhanced access to social protection for inclusive socio-economic transformation.
As part of the month, @ISERUganda actively participated in the 2025 National Dialogue on Social Protection, where our ED, @anabwowe, represented civil society on a panel and shared key insights. We also convened 2 radio talk shows on @nextradio_ug & @RadioOneFM90, a community Baraza in Kayunga District, and coordinated CSO members to issue a joint statement on social protection.

Today, we concluded our 2.5-day #DigitalPublicInfrastructure (#DPI) boot camp in Uganda, convened in partnership with @TempleiLIT & @TempleUniv.
Throughout the bootcamp, we explored key issues on DPI, including governance, design, rights, rule of law, public participation, risk management, privacy, and data protection.
Through interactive sessions, role plays, and group discussions, participants turned insights learnt into action - linking DPI to their organizational missions, identifying risks, crafting engagement strategies, and developing advocacy strategies.
