Sheikh Hasina was unseated and moved out of Bangladesh by the military before any constitutional resignation could take place. India was simply presented with an immediate operational reality: the Bangladesh military requested airspace clearance for her aircraft and sought her entry into India.
This was confirmed over the weekend by Indian High Commissioner to Bangladesh Dinesh Trivedi during a Q&A session at a conference in Dhaka. Trivedi stated that India had “hardly any choice” in the matter and that when the request for her entry was made, Hasina was still the sitting prime minister of Bangladesh. (Both Bangladesh President Mohammed Shahabuddin and Hasina later confirmed that no official resignation letter had been submitted before her departure.)
Trivedi further clarified that Indian forces did not bring her out of Bangladesh. Rather, she arrived aboard a Bangladesh Air Force aircraft, a Lockheed C-130J Hercules, which flew directly to Hindon Air Force Station near New Delhi.
The fact is that Hasina was sent to India by the Bangladesh military high command. India received a last-minute request for emergency transit clearance for her aircraft rather than negotiating her political exit. And as soon as her aircraft took off, army chief Gen. Waker-uz-Zaman addressed the nation, saying he had temporarily taken charge of running the country.
The sequence of events shows that India, as Trivedi rightly said, was “not prepared” for Hasina’s abrupt arrival and had virtually no time or realistic alternative to refuse entry to the sitting prime minister of a neighboring country fleeing an immediate security threat aboard a military aircraft.
The sequence also shows that the military intervened first and that Hasina did not voluntarily step down through normal constitutional procedures.
The irony is that Hasina’s intended destination was London. Her sister, Sheikh Rehana, holds British citizenship, and her niece, Tulip Siddiq, was then a minister in the British government, making the UK her primary choice for refuge. But that plan unraveled amid a mix of British political resistance and logistical constraints: the Bangladesh Air Force C-130J transport aircraft used for her evacuation lacked the non-stop range to reach the UK.
In effect, when Hasina’s onward travel to the UK was abruptly blocked, the Bangladesh military high command shifted the immediate diplomatic and logistical burden onto India by sending her to New Delhi.
By placing Hasina on a military aircraft bound for India, Gen. Waker effectively removed her from Dhaka, creating the space for the military to take charge and negotiate an interim administration, while also shifting the burden of sheltering, protecting and eventually dealing with Hasina onto India.
Yet today while anti-Hasina forces in Dhaka demand that New Delhi hand her over, directly questioning the army chief over why she was sent to India remains politically sensitive and, therefore, effectively off limits.
