NCPD Inaugurates National Research and Evaluation Technical Working Committee.
The National Council for Population and Development today inaugurated the National Research and Evaluation Technical Working Committee, marking a significant milestone in strengthening coordination of population and development research and evaluation initiatives in Kenya.
The committee, officially commissioned by the Acting Director General, Ms. Lucy Kimondo, during a ceremony held at the Chiromo Conference Centre, is expected to play a central role in advancing evidence-based planning and decision-making on population and development issues across the country.
Among its key responsibilities, the committee will enhance coordination of P&D research and evaluation activities, review the National Population and Development Research Agenda, identify and prioritize emerging research needs, promote collaboration among stakeholders, and strengthen institutional capacity for research and evaluation.
The multi-sectoral committee brings together representatives from government ministries, departments and agencies, civil society organizations, development partners, faith-based organizations, academia, and research institutions. This broad membership is expected to foster greater collaboration, knowledge sharing, and alignment of research efforts to support Kenya's development priorities.
Speaking during the inauguration, Ms. @lkimondo1 underscored the importance of research and evaluation in informing policies and programmes that address the country's evolving population dynamics and development challenges. She noted that strengthened coordination among stakeholders would contribute to the generation and utilization of quality evidence for sustainable development.
The committee will operate under the stewardship of NCPD and is expected to convene annual review meetings to assess progress, share findings, and provide strategic guidance on population and development research and evaluation initiatives nationwide.
@NCPD_Kenya Acting Director General, Ms. Lucy Kimondo, is being represented by Nairobi Region Population Coordinator, Ms. Millicent Oluteyo, at the Joint Annual Programme Review (JAPR) 2026 and the launch of the 47 County Syndemic Operational Plans taking place at the Edge Hotel and Convention Centre, Nairobi.
JAPR 2026 serves as Kenya's national platform for assessing progress in the response to HIV and other syndemic diseases, while identifying practical solutions for strengthening health systems and improving service delivery to communities across the country.
Hosted by the National Syndemic Diseases Control Counci, the meeting brings together stakeholders from national and county governments, development and implementing partners, faith-based organizations, civil society, the private sector, academia, the media, and communities in their diversity, including persons living with HIV.
The forum aims to:
-Present a comprehensive evidence base on the current status of Kenya's syndemic disease response;
-Disseminate the Kenya AIDS Integration Strategic Framework (KAISF) 2025–2030, including its six strategic objectives, six pillars, focus areas, and Monitoring, Evaluation, Reporting and Learning (MERL) architecture;
-Present the updated leadership and governance framework covering national and county coordination mechanisms, multisectoral platforms, and community accountability structures; and
-Officially launch the 47 County Syndemic Operational Plans.
Speaking during the meeting, @nsdcc_kenya Chief Executive Officer Dr. Douglas Bosire highlighted the importance of a bottom-up approach in the development of the county operational plans, noting that counties and communities played a central role in shaping the interventions.
He further announced that quarterly reviews of the operational plans will be conducted and supported at the sub-county level to enhance accountability and track implementation progress.
Dr. Bosire also emphasized the need to address emerging sub-populations contributing to new HIV infections and called for increased investment in key interventions targeting vulnerable and key populations.
The official launch of the 47 County Syndemic Operational Plans is expected to be presided over by Cabinet Secretary for Health, Hon. Aden Duale.
The operational plans are expected to strengthen coordinated action at county level and accelerate progress towards ending HIV and other syndemic diseases as public health threats in Kenya.

The Inaugural meeting for the National Population Steering Committee!!
The National Council for Population and Development today convened the inaugural meeting of the National Population Steering Committee (NPSC) at a Nairobi hotel.
The meeting brought together members of the committee drawn from key government ministries, departments, and agencies to strengthen coordination of the Kenya National Population Policy for sustainable development.
Chaired by Principal Secretary for the State Department for Economic Planning, the committee provides a platform for stakeholders to deliberate on priority population issues and enhance collaboration in the implementation of population policies and programmes.
Speaking during the meeting, Ms. Lucy Kimondo, Acting Director General of @NCPD_Kenya , welcomed members and underscored the importance of a whole-of-government approach in addressing emerging population and development challenges.
She emphasized the critical role of the Steering Committee in fostering coordination, accountability, and evidence-based decision-making across sectors.
During the session, Dr. Isabela Kiplagat, Director of Policy, Programmes and Partnerships at NCPD, presented an overview of Kenya's population policy and programme landscape and highlighted the Kenya Population Coordination Framework, a key mechanism for strengthening coordination and integrating population dynamics into national and county development planning.
A key outcome of the meeting was the formal inauguration of the National Population Steering Committee and the adoption of its Terms of Reference, which will guide the Committee's operations and coordination mandate going forward.
Present at the meeting were representatives from the State Department for Economic Planning, State Department for Environment and Climate Change, State Department for Youth Affairs and the Creative Economy, State Department for Technical and Vocational Education and Training (TVET), State Department for Agriculture, State Department for Housing and Urban Development, State Department for Energy, State Department for Gender Affairs and Affirmative Action, and the State Department for Social Protection and Senior Citizen Affairs, among others. Their participation reflected the multi-sectoral nature of population and development issues and the shared commitment to strengthening policy coherence, coordination, and implementation across government.
Participants reaffirmed their commitment to working collaboratively through the National Population Steering Committee to promote effective implementation of population policies and programmes, recognizing the importance of coordinated action in achieving sustainable development and improving the well-being of all Kenyans.
The inaugural meeting marks an important step in strengthening institutional mechanisms through the recently launched coordination framework.
The National Council for Population and Development (NCPD) marked the Day of the African Child in @NarokCountyGvt by championing youth empowerment and environmental sustainability at Enkare Nairowua Girls Secondary School Commemorated under the continental theme, "Ensuring universal access to water, sanitation, and hygiene for every child in Africa," the event aligned with NCPD's launch of its "Plant a Fruit Tree" initiative. Led by Acting Director General Ms. Lucy Kimondo, the program combats malnutrition and enhances school ecosystems by training students to care for fruit-bearing saplings. Addressing the greater Maji Moto community, Ms. Kimondo urged parents to embrace positive parenting to curb rampant teenage pregnancies and child marriages. Mentorship sessions also targeted the "triple threat": teenage pregnancy, gender-based violence, and HIV, alongside eradicating FGM. Ms. Kimondo emphasized that @NCPD_Kenya remains steadfast in pioneering programs that help youth realize their full potential.

This year's theme, "Ensuring Universal Access to Water, Sanitation and Hygiene for Every Child in Africa," reminds us that access to clean water, safe sanitation, and proper hygiene is not merely a development goal, it is a fundamental child rights issue.
The Constitution of Kenya guarantees every child the right to health, education, dignity, protection from abuse and harmful practices, and the opportunity to realize their full potential. Yet these rights cannot be fully achieved without equitable access to essential services that support children's health, safety, and well-being.
As the National Council for Population and Development continues to coordinate population and development policies, we remain committed to advocating for investments and interventions that improve the lives of children and adolescents, strengthen human capital development, support vulnerable young mothers, and create opportunities for every child to thrive.
The Day of the African Child also presents an opportunity to reflect on our collective responsibility to address the barriers that continue to limit children's potential, including inadequate access to water, sanitation, healthcare, education, and protection services.

One of the most insightful presentations yesterday came from Federico Tobar, UNFPA Health Economist Adviser, who challenged us to look beyond family planning as a health intervention and see it as a catalyst for economic transformation.
Drawing lessons from the Asian Tigers, Federico explained that countries achieve rapid and sustainable growth when they successfully harness the demographic dividend through three interconnected investments:
1. A fertility transition.
2. Investment in human capital.
3. Creation of productive employment.
His message was both simple and profound: family planning is not merely about preventing unintended pregnancies. It is about expanding freedom, keeping girls in school, increasing women’s participation in the economy, strengthening families, and unlocking a country’s human potential.
One statement particularly resonated with me: “Kenya’s greatest resource is its people.”
By investing in voluntary family planning, education, and opportunity, we are investing in that resource and laying the foundation for long-term economic growth and shared prosperity.
As our conversations continue today, I look forward to exploring how Kenya can translate these insights into practical policies, sustainable financing, and stronger outcomes for women, families, and future generations.

Leading the session, Beatrice Okundi, Assistant Director of Population at the National Council for Population and Development , highlighted the urgency of sustaining investments in family planning commodities to safeguard the health and well-being of women, families, and communities across Kenya.
The discussions focused on the current family planning landscape, the cost of inaction, and the critical role Parliamentarians play in strengthening domestic financing, policy support, and commodity security to ensure uninterrupted access to family planning services for all who need them.
Through collaborative leadership and evidence-based advocacy, Kenya can protect the gains made in reproductive health and accelerate progress towards sustainable development and improved quality of life for all.

As part of its advocacy efforts, the National Council for Population and Development is engaging Honourable Members of Parliament from the Kenya Women Parliamentary Association and the Kenya Young Parliamentarians Association in a two-day stakeholder engagement meeting focused on advancing family planning in Kenya.
The meeting brings together key stakeholders in the family planning space to discuss sustainable solutions for financing, procurement, and access to family planning commodities.
Officially opening the engagement this morning, NCPD Acting Director General Ms. Lucy Kimondo emphasized the need for increased investment in family planning commodities, noting their critical role in improving maternal health outcomes, reducing unintended pregnancies, and supporting the well-being of families across the country.
The engagement seeks to strengthen parliamentary support and commitment towards ensuring a sustainable supply of family planning commodities and safeguarding the gains Kenya has made in reproductive health.
The meeting is being supported by UNFPA among other partners in the FP sector.
