A cop can arrest you without reading your rights and it be totally lawful. He must read your rights only if he is going to use your statements against you. Most of the time police dont need your statements for a conviction so they don't bother.

If a cop smells the odor of marijuana or if his dog alerts on your car, he can lawfully open all mail packages without a warrant.

If he smells the odor or if his dog alerts on your mail while its at the post office, he must obtain a federal search warrant to search the package.
