An application cannot simultaneously go through bureaucratic process while being completely gridlocked by illegal financial demands. Doesn't make any sense at all, other than an attempt to protect sanghified TVK.
The claim you are making about "enduring demands" in silence for years -- proves that you are simply lying with a malicious intention to mislead your followers and paint a negative impression about the previous government (Dravidian Government).
