China shills have been convinced that Westerners who want #AnimalCruelty laws to protect animals in #China are only doing it as an excuse to bash China. It's also what the CCP wants them to believe. It goes back to Mao-era ideology.
China suffered through constant war & humiliation the whole of the early 20th century. When the CCP took over in 1949, they were determined to strengthen China through communism & isolation from the world - and to see Westerners as enemies that could never be trusted.
That mindset is still ingrained in much of modern-day China. Sure, many Chinese people can be friendly to foreigners (as they were to me when I lived & worked there), but they will always see you as foreigners and not one of them. There will always be a separation both culturally and ideologically, and the language barrier only exacerbates that.
The sad reality is that it has been good animal-caring Chinese citizens that have brought much of the animal abuse in China to light. Whether through social media, hidden cameras, or texts & reports from within China, they have put their own safety on the line to inform the outside world of one abuse incident after another. Yet the CCP controls the narrative and you know how that goes.

In Huai’an, Jiangsu Province, China, 150 proposals were submitted by the public for the city’s 2027 legislative plan.
148 of them were related to animal protection.
The proposals included calls to prevent the abuse and killing of animals, and to improve the management of stray dogs and cats.
On September 17, the Huai’an Municipal Bureau of Justice officially published the results.
The bureau stated that these proposals will be further reviewed and evaluated together with the relevant departments as part of the legislative process.
※ Here, “government regulations” does not mean a national law.
Simply put, these are rules made by the municipal government for administration within its own jurisdiction.
Then, on September 28, animal-protection proposals were also formally recorded in Nanjing.
Among them was a proposal calling for:
“Local regulations on the prevention of animal cruelty and the protection of companion animals.”
※ “Local regulations” are rules adopted by the local People’s Congress or its Standing Committee and applied within that region.
Nanjing also received a separate proposal calling for government regulations on the management and protection of companion animals.
The Nanjing Municipal Bureau of Justice stated that these proposals would be examined further, together with opinions from the relevant departments, before deciding whether they should be included in the 2027 legislative plan.
None of these measures has been enacted yet.
But I do not want to dismiss this number.

The call for rules to protect animals in China is not coming only from people overseas.
There are also people inside China asking for the abuse of dogs and cats to stop, and asking for a system that protects animals.
And those voices are no longer limited to social media.
They are beginning to enter formal local legislative processes.
These local developments matter.
But whether an animal is protected should not depend on which part of China it happens to live in.
Turn local action into national law.
China needs an animal cruelty prevention law.

I'm incredulous that China Daily had the audacity to boast about China's treatment of its animals on #WorldAnimalDay.
China is the literal global epicentre of animal torture material in the entire world.
90% of GLOBAL animal torture media is produced in China because it has ZERO nation-wide companion animal protection laws.
An animal is filmed being tortured to death in China every 2.5 hours. The vast majority of the animal victims are cats and kittens. Tens of thousands is a conservative estimate of victim number. One Chinese man recorded himself torturing, mutilating and murdering 4,500+ felines ALONE over a period of many years.
There are also zoosadistic consumers who custom order SPECIFIC BREEDS OF DOGS to be tortured.
The effrontery of @ChinaDaily to post this when Chinese people were censored, suppressed, harassed by and interrogated by police for hours for posting about Wang Wang, or ANY physical or online material promoting animal protection laws in China at all.

Protecting animals does not require waiting for a cruel person to become kind.
