Two very important things to remember in Jaswant Singh Khalra's case.

1. Khalra's 25,000 figure covers only the cremations. And cremation was just one disposal method; other bodies were dismembered and dumped in rivers, leaving no evidentiary trace.

So 25,000 is where the counting stopped, not where the killing stopped.

We may never know the true number. Cremation happened only when the police chose the municipal route, which is the sole reason any paper trail exists.

Countless others were simply dumped in the rivers, uncounted.

2. But the most important thing is what Khalra's extrajudicial murder achieved.

It sent a chilling message. Khalra had become a beacon of hope for thousands, a tiny diya of light. When that diya was extinguished, it terrified them. Thousands never reported their missing, because they feared for their own families' safety.

The state didn't just kill people. It killed the counting.
