No KPIs, no measurement against outcomes, no consequence for delays or inaction.

Policy direction changes with the officer, not with data or strategy.

Positions used as political rewards.

Undermines institutional independence and encourages risk-averse behavior.

File movement drives power dynamics.

Creates delays, rent-seeking, and uncertainty for business and investors.

Impact on economy: exporters, investors, and businesses spend more time navigating bureaucracy than producing value.

How modern systems work (Western model of governance)

Specialization: subject experts lead key sectors (energy experts in energy, economists in finance, digital experts in IT).

Performance-based evaluation: measurable KPIs tied to outcomes.

Continuity: fixed tenures; policies survive officer change.

Facilitation mindset: government enables business rather than controlling it.

Pakistan does not lack potential, it lacks a governance system aligned with economic growth.

Civil service must shift from authority to accountability, from control to facilitation.

A country cannot outperform the quality of its governance.
