IT FOLLOWED HIM ACROSS THREE PORTFOLIOS AND SIX YEARS

Ben Carroll’s ministerial register declares one line in Section 12: Father-in-law, Board Member, Oliver J Nilsen (Australia) Pty Ltd. What the register does not tell you is how many times that declaration should have mattered.

In November 2018 Carroll became Minister for Corrections. In February 2020 he personally turned the first sod at Chisholm Road Prison, a maximum security facility costing $1.8 billion, delivering 1,248 beds near Barwon. He stood in front of the cameras and announced it. He also launched the Cherry Creek Youth Justice Centre. Both were major Victorian Government construction projects.

Nilsen’s own NECA award nominations confirm they were a contractor on the Chisholm Road Prison project and a finalist for the Cherry Creek Youth Justice Centre. Both projects Carroll personally launched as the minister responsible.

In June 2020 Carroll moved to Minister for Public Transport.

He became directly responsible for the Big Build, including the Melbourne Metro Tunnel and the North East Link. Nilsen delivered electrical works on the Metro Tunnel and won the electrical fit-out contract for the North East Link TBM tunnels, power, lighting, communications, control systems, fire safety and emergency response.

In December 2024 Carroll became Minister for WorkSafe, the regulator of every construction site in Victoria. Nilsen is currently delivering the North East Link electrical fit-out. Carroll’s ministry is responsible for the safety of those same tunnels.

Four projects. Three portfolios. Six years. Every time Carroll moved to a new role, his wife’s family company was working on the projects under his responsibility.

The Victorian Ministerial Code of Conduct requires a conflict management plan where a minister’s private interests create a perceived or actual conflict. The plan must be approved by the Premier. What decisions Carroll stood aside from across six years and four projects, none of that is in the public record.

He declared the interest. Once. The register does not show it followed him through every job he has held.

He is now challenging to be Premier.

None of it is illegal. That’s the problem.

This is genuinely sad to see.

The Government can find the money to increase foreign aid from 0.2% to 0.7%, while we already send Pakistan £133 million a year.

Yet we can't find a few million to keep Britain's largest space telescope open.

It helped support the Apollo missions, tracked Soviet rockets during the Cold War, and inspired generations of scientists.

Our priorities are completely backwards.
