Depends on the problem itself. Break down the problem and work at each individual step of the process from either outcomes or ideals. If you want to do the best X, means you operate as an ideal. So you map each stage or area of what your problem is, then optimise it from technically what is possible. Put your constraints as physics first and work backwards from there. Map the variables and work backwards from the ideal. Environment, financial etc etc.
If you are doing ideological stuff, you have to do epistemology and metaphysics first, which is widely available, and then you work from there. What is possible. If someone asks ideological questions, you assess the premise first and work from there. If they ask outcome based questions, you map the outcome based on the required steps to achieve the outcome.
You work backwards from outcomes or forward from principles. You work from possibilities if you want to optimise say manufacturing. Break down each piece, is it needed, take away, experiment etc.
You work from principles if you are doing it ideologically. So what are the constraints, then you work from that.
