With all the bottlenecks you have highlighted, why din't you talk to contractors & prioritize roads especially the ones that have just been completed or are almost complete so that pipes would be laid before the road work start?
Any serious organization having looked at the settlement & consumption patterns would have know Kampala is expanding and plan ahead.
The road contractors had several meetings with land /home owners before the road construction started.Did you also engage the locals or at the least align with the road construction plans?
The notion of reinstatement is very questionable,I have given an example of Namungona-Nasana walk ways,go see if that had been done.The quality of road if indeed reinstated will never be the same.
It is a shame that you are defending this very poor coordination.
The offices in these locations should have flagged to you these roads and works should have been done.
Funnily, the Kira-Kitukutwe road thru Mulawa -Bulindo is at final stage of laying the final tarmac,streetlights and road signs.With tjis digging Some of these will have to be redone but the quality of work may be worrying.
@aitajoel So instead of our government pips going to other countries to benchmark, they should all go to UDLS & see best practices,how proper systems work, commitment to work,accountability, Productivity ,willingness to help etc Naye go to National ID regional offices & see the opposite.
I totally agree with Frank.Something needs to be done to control the falsehoods being spread by these guys.
It is a pity that many people have become fanatics of these preachings & are willing to attack anyone that questions the miracle power these "apostles" claim to have.
I always ask ,if one is hungry & goes to these places where they have been giving tithe,will they give him food? Right now fuel prices are high,can these churches do some CSR & give back to their followers.
How may of these questionable churches have you seen do any CSR apart from watoto? Can they take the street kids & look after them?

This pipe laying issue is happening almost everywhere in Kira & it is very frustrating.Take a drive thru the new Nsasa road to Namugongo & see what is happening.
A month ago,they dug & laid smaller pipes. Now they will lay bigger pipes next to those ones.I have seen them drop pipes on the road to Bahai.
Kyaliwajala roads that are tarmacked have been dug up.
The new Kasangati-Kira road will have to be cut to move pipes to the Buwate booster.That means the new road of Buwate will also have to be cut at some point.Namungona-Nasana-wakiso walk ways were all dug up,after laying pipes no restoration has been done.
Indeed it is a sequencing failure much as they front the argument of project funds coming at different times.
The intention is good but, this shows Zero planning & alignment .No apology,no explain, no supervision to ensure restoration is done to the original set up & spending twice on the same roads.

A road in Kira is sealed (full tarmac) and within weeks or so NWSC opens it again to fix upgraded pipes. The intention is sound — water must reach households — but where is the planning? No shared programme with the municipality?; no ducts laid before final surfacing! no published reinstatement standard! and no answer on who pays for the carriageway just destroyed!
Traffic is diverted onto narrow shoulders, time and expensive fuel is idling, businesses lose access, and the public pays twice: once for the road, again for the repair!
This is a sequencing failure. Why not adopt an integrated dig-once rule: utilities and fibre installed, inspected and as-built before surfacing, with a reinstatement bond that covers full structural repair, charged to the utility.
The same lapse shows on livestock. Jennifer Musisi’s KCCA kept cattle off Kampala’s carriageways. Who are the Bakyinjagi moving cows through Kira’s streets, and why is that still tolerated?
Integrated planning is cheaper than repeated excavation and daily disruption.

My question is policy issue:
Why did government not consider giving a Ugandan-Wavamunno a RIGHT OF FIRST REFUSAL(ROFR)? Or require a joint venture with him by whoever else was coming in because he had a standing contract of making numbers.
I would wish Parliament went beyond just the operational aspects TO AWARDING OF THE CONTRACT. WHAT WAS THE PROCESS LIKE? Can it hear from Mr. WAVAMUNNO?

Style up boss! You miss the point.If the institution has failed ,will life come to a stand still as you keep ranting? People have to work.Start thinking out of the box. This is not any different from people who have chosen to access clean water by digging their own sources in their compounds.
I think smart guys presented to the president a good concept of tracking the number plates as is done in the US through the Automatic License Plate Readers.This tech wld go hand in hand with better cameras/ technology. Along the way smarter guys came & said ",let us just change the plates format & just add a tracker " to confuse people.
Then the questions that are;Why over 700k being charged? How much is that small box? Was it necessary to change the plates?Are we assuming most of this 700k is covering the cost of the initial investment we can't ascertain?What rationale was used to arrive at the new number plates cost?
@CapitalFMUganda So all they had to do was to tell car/motobike owners to take their cars to particular locations selected by the police & have a tracker fixed but they decided to even change the number plates.
