AVID The Big 10

Arizona’s AVID system was not a harmless “glitch.” It is the statewide voter-registration backbone touching election data, voter records, MVD transactions, ServiceArizona updates, county workflows, and ballot eligibility. That makes it critical election infrastructure.

The record shows the State ran it with serious unanswered control failures.

AVID launched as a minimum viable product. Arizona put live election infrastructure into use before the system was fully mature. That is not confidence. That is risk acceptance.
The vendor footprint raises a massive due-diligence question. INEXL Consulting LLC is tied in public Oregon records to a Salem residential address. For a statewide voter-roll system, that should have stopped the room.

No visible proof of full independent security authorization. The visible contract record does not show clear FedRAMP, StateRAMP, AZRAMP, CISA, AZDHS/Cyber Command, ADOA-ASET, ATO, red-team, source-code, or audit-log validation.

That is not oversight. That is blind trust.
Penetration testing was not locked into the core contract. The report states vulnerability and penetration testing were excluded from Amendment #13 pricing and pushed elsewhere.

Translation: when everyone owns security, no one owns security.
The contract is still active through 2028. This is not old news. CTR057577 remains active with INEXL through April 30, 2028, covering election data, database updates, voter records, and system improvements.

MVD/MAX and ServiceArizona are core failure points. Duplicate records, customer-number problems, matching issues, and automated updates can flow into voter-registration records. Bad source data equals bad election data.

Counties blew up the state narrative. SOS flagged two records. Coconino checked and found those two were not impacted — but separately identified 1,412 automated party-preference changes since 2022.

Fontes narrowed the story to 58 records. His response said 58 were impacted and fixed. But the county record showed a much broader automated-change environment. That is the difference between a press answer and an audit answer.

Recorders were coordinated before responding. Richer told recorders he had spoken with Fontes and that Fontes wanted to answer first, then counties could share information later. That looks like message control, not transparency.

The buck stops with the Secretary of State. Hobbs owned the original go-live era. Fontes owns continued operation, disclosure, remediation, and current risk acceptance. Staff and vendors can push buttons.

Elected officials own the decision.

Bottom line: Arizona voters were told to trust a system the State still has not fully proven. When it failed, Hobbs said it was fixed... note deception. They had verified evidence in 2019 the system failed. They ran it anyway, and the results will always be in questions.

Richer and the board pull shenanigans on his way out. The courts ruled against them and for existing statutes. Still no compliance

No more “glitch” cover story.
Prove the system , or admit Arizona ran critical election infrastructure on faith, vendor promises, and political damage control.

Voter turnout is critical, it is the only answer. Sit home and lose- or get out and win. The numbers favor Republicans. Its time for Democrats to be voted out.
