This is interesting. Cousin marriage is extremely high in Pakistan - especially Balochistan and Sindh.
But it is quite low in Bangladesh. Southern India also has cousin marriages, but not as much, and they're on the decline.
However, Southern India practices cross cousin marriages where you marry either your mother's brother's kids or father's sister's kids.
Pakistan practices parallel-cousin marriage. You marry only your father's brothers kids.
The problem with this type of cousin marriage is that lineages (which are traced only through the father) become more isolated with each generation and each marriage.
So you get stuff like outsiders lying in court to save insiders. That's considered honorable. Rather than, you know, telling the truth even if it hurts your kin.
So institutions don't work because they don't have fertile soil to flourish. But even more than that, any kind of reforms immediately run into extremely organized resistance.
When anything hurts the biradari, your first reaction is to oppose it. And organizing through impersonal institutions like unions or guilds is much harder than organizing your kin groups.
One good example of this is land reforms: Structural land reforms are extremely important to the functioning of an economy. Pakistan's land reforms tried to put an individual cap on the amount of land one could own. But they ran into strong resistance from the landed elite who were well organized. The state, by contrast, wasn't. And finally, the land cap reform was ruled un-Islamic.
In murders and honor killings, victim's heirs can forgive the culprits. In honor killings, the victim's heirs are the killer's family as well. So an extremely toxic culture emerges.
