The interactions highlighted gaps in grassroots awareness, need for localised capacity building, and challenges in decentralisation. At the same time, the enthusiasm of public representatives from diverse backgrounds gives hope for stronger &more inclusive grassroots governance.

Over the last 2 weeks, travelled across Telangana as part of regional workshops interacting with 1500+ representatives from Rural & Urban Local Bodies.
One key takeaway: strengthening local bodies directly strengthens people’s lives.

The 4th & final Regional Workshop of the 2nd TGSFCwas held on 15.05.2026 at Suryapet IDOC in collaboration with ASCI. Representatives from RLBs and ULBs across 6 districts of Eastern Telangana actively participated, sharing valuable ground-level experiences & practical inputs.

Preparatory meeting for the Regional Workshops of the 2nd Telangana State Finance Commission was held on 28th April 2026 under the chairmanship of Hon’ble Chairman Shri Siricilla Rajaiah Garu, in the presence of representatives from various departments and the ASCI team.

The Glory of the Indian Judicial System

- 1968: Sopan Gaikwad aged 55, buys a land with a registered deed. Later, he came to know that the land was already mortgaged to a bank.
- 1969: Bank sends him a notice for loan default by the original owner. Sopan goes to court.
- 1982: After 14 years, trial court gives judgment in Sopan’s favour. He is 69. Original owner challenges the decision.
- 1987: High Court cancels the judgment. Sopan is 74.
- 1988: Sopan files appeal in High Court. He is 75.
- 2015: After 27 years of pending appeal, High Court dismisses his case. Sopan is 102. He files another appeal.
- 2019: High Court dismisses second appeal for delay and lawyer’s non appearance. Sopan did not know his lawyer was absent. He is 106.
- 2021: Sopan approaches Supreme Court. He is 108.
- 12 July 2021: Supreme Court agrees to hear the case. On the same day, lawyer informs that Sopan has died.

Sopan bought land at 55. He fought for ownership for 53 years and died at 108.

On 12-11-2025 , 2nd TGSFC reviewed ULBs & RLBs of erstwhile Adilabad . Key issues on OSR, property tax gaps, staffing, revenue systems, santas & stalled works were discussed. Ground-level inputs will enrich SFCs recommendations and drive stronger local self governance
