The U.S. Treasury explicitly cites "at least 60 kg of gold" to cripple the refinery. But Gasabo refines 480 kg every 30 hours—nearly 100 tons a year.
This 60 kg batch represents less than 0.5% of the facility's annual output. Freezing a massive sovereign asset over a fraction of a single percent proves the volume isn't the problem—the existence of an independent African refinery IS the ACTUAL target.
Where is the forensic evidence? Nowhere to be found. Conveniently "classified." Washington uses an administrative, low-bar "reason to believe" standard to completely bypass open courts, acting as judge, jury, and executioner without ever showing its data to the public.
