Another ill informed oped by @DonBraid. He overlooks the logistical and technical challenges involved in such repairs. Managing a city's water supply during a crises, requires careful planning and can’t be expedited without risking further complications, such as contamination.

Braid doesn’t understand the complexities involved in managing water infrastructure and demand fluctuations. Did he do any research? Water demand isn't simply a function of population returning to the city; a repair after summer demand but before freeze seems to be the right.
