You want to encourage hard-working people to come and settle in your new land to populate it and make it productive.
It makes perfect sense to offer citizenship to anyone who is born in such conditions, as they are likely to be raised in them.
Birthright citizenship makes no sense once there is no frontier left, or when the state begins to take on the functions of civil society in the form of services and entitlements.

If you want to change the Constitution, you do it by amending the document, not via an unconstitutional executive order or legislation that wouldn't meet Constitutional muster.
We have a Constitution for a reason. It is the rule of law that all members of the government ought to restrict themselves under.
