Found my old 2016 hand notes designing the @mapswipe geogrouping algorithm from my MSF days, which groups satellite tiles for distribution to mobile devices for labeling, and helped put millions of people on the map for the first time (thx to the people at @hotosm & @GIScienceHD)

@naval There’s a fine line between collaborative frameworks and regulatory capture imo. This threads the needle well. There need to be some substrates for collaboration to start with, primarily between governments which minimally affect startups.
