It was IPsec. I've deployed IPsec isolation to tens of thousands of enterprise machines via Windows Firewall. There are only a few exceptions. Domain Admins can't even establish TCP handshakes to most of the fleet.

It "felt" wrong, a bit sluggish.reports were "within the margin of error".

Opened a ticket, then escalated it.

when 2nd tech was on site, 4 disks died within 30 minutes.

Backplane was short-circuiting
