Does Reservations Affect Bureaucratic Performance?

We often see derogatory comments on reservations and their ill effects on the efficiency of bureaucratic functioning.

The recent paper released in American Journal of Political Science finds evidence from the Indian Administrative Service which is enumerated below:

(1) In this study, bureaucratic output of IAS officers from reserved and unreserved category all over India was considered for their performance in MNREGA scheme.

(2) They found that there is zero effect of reservation on bureaucratic output.

(3) They also found that some of the best performers were from the officers from the disadvantaged group

(4) They did a correlation of performance with UPSC ranks and found out that there is a negative correlation with UPSC ranks

(5) They attribute zero effect of reservation to the quality and competence of candidates who come through civil services. They state that there is absolutely no difference in the competence level of reserved and unreserved candidates entering civil services. The difference of few marks is mainly because of lower interview marks given to disadvantaged groups.

Many a times, an unscientific thinking or a stereotypical image of SC ST OBC officers is created to obstruct them from reaching the higher echelons of civil services.

There is no harm in promoting many secretaries or joint secretaries from these communities.

Right now, the representation is just 7% for these communities in higher civil services especially at the level of Joint Secretaries, Additional Secretaries and Secretaries to the government of India.

The research shows there is no notable change to the bureaucratic output because of reservations...

So, take a step forward and increase the representation to 50% in Higher Civil Services for these communities...
