There are 12 levels of nuisance, ranging from "no nuisance, purely residential" all the way up to "extreme nuisance, can have as much industrial as you want". You can build a home in a high nuisance zone if you want – you just may not want to!
Practically you can think of this as a blacklist rather than a whitelist, i.e. all uses are allowed except those explicitly disallowed, rather than all uses are disallowed except those explicitly allowed

The large portion who are veterans or receiving SSI could pay whatever the going rate was before the city forced out the last of the SROs. But it would end up being less.

@UrbanDemog @trnsprtst @NYUMarron But really intense regulations make it almost impossible to knock old buildings down and put up bigger structures, so we have buildings and transport tech from the early 20th century, but with 21st century household sizes and incomes.
