CMS seeks comment on specific alternatives, including increasing the minimums to 3.48 HPRD (we find this would not have a major impact) or using resident case-mix to determine sufficient staffing (we find this would have a major impact). Comments are due Nov 6th.

These deaths highlight the longstanding issues in LTSS, which become even more important as the population ages.
After age 65, 57% of people will need help with 2+ activities of daily living, 56% will use paid LTSS, and 39% will use some nursing home care.
