The promptness shown to file FIR against Army personnel goes absent when it comes to crimes and criminals.
As situation stabilizes in troubled area, the arrogance of power returns.
The very arrogance that leads to distancing from public, anger and alienation amongst common people. Security Forces stabilize by taking casualties, bridging the gap between civilian administration and civilians.
Once that is achieved, the cycle starts again.
Civil Administration is anything but civil.
Issue is not in delay of convoy of DC but issue remains of the egos. In an era of no red beacon vehicles, the egos continue to thrive in different manner.
Will urge @JmuKmrPolice not to allow any gap between the security forces come ever.

Seems like some IASs baboon in Kishtwar, Jammu got angry over Army vehicles delaying his convoy and ordered local thullas to seize their vehicles. After thullas threatened armymen with their guns, they got some deep tissue massage.

Pity that the baboon (perhaps DC) didn't have his cheeks clapped the same way too.
