They are not. Revolutions are punished on a sliding scale from severe punishment of dissidents (Britain) to mass murder (Syria)
Hilariously, 1984 is a great book about this. The dissident revolutionary is broken and destroyed and nothing changes, maybe it even gets worse. That is the reality of most attempted revolutions.
