It's a question the OP asks so using "Is the ..." is correct .@JudeaJudith gets it wrong and has added to confusion when she assumes the OP is talking about a compliment when in fact op asks a question. In this particular case,they ask a question so using "Is the .." is right. If you r being pedantic you can say they missed out the question mark so it's wrong.But that's just being pendantic🙂

It depends on the context. One is a question i.e ("Is the ... ?") the other is a confirmation / compliment ("It's the ... "). If you mix the mix the contexts up, then you will get it wrong
