Far from being an “intel failure” the Delhi attack is the (terrible) price of success. 12 dead is a huge loss, but the plan was for hundreds if not thousands to die. This week alone a ricin (chemical weapon) production facility was found, tonnes of explosives, assaults rifles, plus Glocks and berettas.
