Asbestos and lead can and is addressed with a one time initial inspection. This type of inspection pushes people out of housing due to increased costs, and pushed people out of the city due to an increased taxation. If the property owner is not keeping up to the terms in the rental contract then call the authorities or find another landlord. Individuals have to have some accountability.
