Mayor Mamdani signed an executed order to honor the victims of 9/11 and gave the pen to a lawyer who represented Al–Qaeda.

The pen was handed off to Ramzi Kassem, who represented Ahmed al-Darbi, an admitted al-Qaeda member, who also had ties to people connected to the 9/11 plot, and later pleaded guilty to involvement in a separate al-Qaeda attack plot.
