Andy Burnham commissioned rape gang reviews where;

- Police officers could refuse interviews, senior council officials could decline to engage, politicians could say whatever they wanted without any in depth scrutiny.

- Councils decided what records to share, and police controlled what information about their own failures was disclosed.

- There was no power to compel cooperation, no mechanism to force disclosure, and when people refused the reviews continued anyway.

- Survivors were not interviewed, lines of inquiry into cover-ups were excluded, and when documents went missing, no one was required to explain why.
