@HUD made a major change in their new Section 18 notice regarding TPVs.
Now, a PHA is eligible to receive TPVs for only 25% of the occupied units at the project, based on their improved efficiency or effectiveness.
Have you considered "phasing" your PHA's Section 18 deal?
When submitting a Section 18 Application, a PHA may submit their SAC applications through a "phased" method.
This allows the buildings that are later in the conversion process to remain eligible for Operating Funds.
