If this bill goes through and then the SEC/B10 break away, they’d lose all the antitrust protections that would be afforded to all other NCAA members, and would open themselves up to lawsuits regarding transfer rules, eligibility criteria, NIL regulations, etc

In other words, the other leagues can either pool their rights and form a bigger competitor to the Big Ten and and SEC.
More practically, it means they could force the Big Ten and SEC into pooling rights with them. Big Ten and SEC would still get more.
