@cindybassphilly Your spin on this is a bit misleading. The goal of Kenney's plan is for ~700 lots in 2022 (not 40k), and the transfer to neighbors program applies only to land already owned by a public agency and the neighbor can afford closing costs, maintenance and taxes.
