I prefer photos of architecture without people and this happens quite alot in places like this. People sit on the steps of a cathedral, etc and often the best view is behind them. Its not like they are enjoying the scenery they are just oblivious. This guy was not "wrong" but is the type of person who will sit blocking the best photo while he is texting his friends about dinner.
