I have talked about altitude as a factor + proper urban planning.

There can be many reasons for heat - latitude , Sun's position, wind system, Tree cover, Altitude, water sources, el-nino etc

1. Temp is indirectly proportional to Altitude. Higher the altitude, lower the temp.
That's why himachal/Uttarakhand/Ladakh/Tibet are colder.
In fact that's also a major reason why Bengaluru is cooler than delhi in summers.

50% increase in seats would lead to :

State A = 15 seats
State B = 150 seats

Even though both A & B have the same 50% increase, STATE B gains 45 more seats over A.
