Hij is secretaris-generaal van Algemene Zaken, voorzitter van het wekelijkse overleg van de hoogste ambtenaren van alle ministeries, voorzitter van het hoogste ambtelijke EU-overleg en coördinator van de inlichtingen- en veiligheidsdiensten. Ook heeft hij invloed op de procedures waarmee nieuwe topambtenaren worden geselecteerd.

Wie zoveel bestuurlijke wegen beheerst, hoeft nooit op een stembiljet te staan om richting te geven. Kortom, de bestuurlijke capo di tutti capi van Nederland.

Geen maffiabaas natuurlijk. De maffia heeft geen ministerie, geen dienstauto met chauffeur en geen rijksbreed programma voor de duurzame versterking van de samenhang binnen het afpersingsproces.

Voor de kabinetsformatie stuurde Buitendijk namens de gezamenlijke secretarissen-generaal aanbevelingen naar de informateur. Nu is mijn libertaire analyse zeker niet alleen dat Buitendijk nooit gekozen is. Alsof 76 Kamerzetels politici plotseling het morele recht geven om vreedzame mensen te commanderen, hun eigendom af te nemen en hun samenleving vanuit Den Haag grondig te verbouwen.

Verkiezingen veranderen dwang niet in toestemming/instemming.

Buitendijk laat vooral zien waar de werkelijke continuïteit van de staat zit. Ministers verschijnen op televisie, beantwoorden Kamervragen en verdwijnen na enkele jaren naar Brussel, een adviesraad of het met de polderstaat verweven bedrijfsleven. De permanente bureaucratie blijft zitten met de sleutels van het pand.

Zij spreekt over maatschappelijke opgaven, transities, regie en resultaatverplichtingen. Alsof Nederland een machine is en burgers onderdelen zijn die deskundige handen op de juiste plaats kunnen schroeven.

Dat is de maakbaarheidsgotspe.

Kennis over prijzen, behoeften, risico’s en mogelijkheden zit verspreid over miljoenen mensen. Geen vergadering van topambtenaren kan die kennis verzamelen. Zonder vrije prijzen, winst, verlies en concurrentie weten centrale planners niet of zij waarde creëren of vernietigen. Zij beschikken slechts over modellen, memo’s en het belastinggeld van anderen.

Wanneer hun model botst met de werkelijkheid, moet de werkelijkheid zich aanpassen.

Een onderneming die stelselmatig faalt, verliest klanten, kapitaal en uiteindelijk haar bestaan. Een ministerie dat faalt, krijgt een onderzoekscommissie, extra bevoegdheden en meer geld om de gevolgen van zijn vorige oplossing te herstellen.

Ook de transparantie is voorbeeldig Haags. Het belangrijkste ambtelijke overleg kent geen openbare agenda’s of notulen. De Woo wordt behandeld als een hinderlijke systeemfout waardoor burgers soms ontdekken wat hun overheid met hen heeft bedacht.

Zo groeit tunnelvisie vanzelf. Iedereen aan tafel onderschrijft diversiteit, zolang niemand het geloof in centrale sturing ter discussie stelt. De ene planner wil drie taskforces, de andere vijf. Maximale pluriformiteit in het aantal commissies.

De burger kan niet opzeggen, geen concurrent kiezen en zijn belasting niet terugvragen. Achter iedere vriendelijke beleidsbrief staat uiteindelijk een boete, deurwaarder of politieagent.

Buitendijk is daarom zeker niet het probleem, maar het perfecte symbool van de autocratische Bobo Polder.

Politici verkopen ons de illusie dat wij de staat besturen. De capo zorgt verkiezing na verkiezing dat de staat ons blijft besturen, los van de uitslagen.
