- often, thereβs lots of dcs in lots of places involved in serving a single request
- the energy is usually drawn from as near as possible to that data center, but βnear as possibleβ can be pretty far

any international agreements to limit training would require a monitoring and compliance regime backed by force
the force hopefully doesnβt get used! and any agreement would be between govts (and perhaps large companies), not rogue actors or terrorists
