My job market paper tries to answer this question by looking at a national expansion of higher ed in Vietnam.
Over 100 new universities were opened during 2006-2013!

Here’s a thread a made a while ago with the main results. The punchline: exposure to a resource boom can decrease completed education measured 40 years after the boom
At #SEA2018, I presented my JMP "A Blessing or a Curse? The Long-term Effect of Resource Booms on Human Capital and Living Conditions." A long-standing question in development economics is if resource abundance is a blessing or a curse for a country (Sachs and Warner, 1999).
Excited that my JMP finally found a home!! It just was accepted at Labour Economics. I’m grateful for the valuable feedback I got from referees and the editor. It really improved the paper
