A Moment of Pride for NCPD!!
The National Council for Population and Development has been recognized by the Office of the Chief of Staff and Head of Public Service for attaining an unmodified audit opinion for the FY 2023/2024.
The accolade was presented to the Director General, @DrAbeySheikh during the 2025 End-Year Public Service Reflection Dinner and Agenda-Setting Forum for 2026.
In his remarks, the Director General expressed appreciation for the recognition and commended the Board of Directors and all Council staff for their unwavering commitment, professionalism, and teamwork, which contributed to the achievement during the period under review.

KENYA NATIONAL COUNCIL FOR POPULATION AND DEVELOPMENT BILL, 2023
The Director General of the National Council for Population and Development @DrAbeySheikh appeared before the Senate Standing Committee on Finance and Budget to brief members on the Kenya National Council for Population and Development Bill, 2023 (National Assembly Bills No. 72 of 2023), which was passed by the National Assembly and committed to the Senate for concurrence.
The Bill seeks to strengthen NCPD’s legal and institutional framework by transforming the Council from an agency established under a Legal Notice into a fully-fledged statutory body through an Act of Parliament.
Once enacted, the Bill will:
✅ Provide NCPD with statutory authority to coordinate and monitor population and development programmes across national and county governments.
✅ Empower the Council to develop regulations and standards for effective policy implementation.
✅ Guarantee institutional continuity, as required under the Statutory Instruments Act (2013).
✅ Enhance Kenya’s capacity to align with regional and global population and development commitments, including the ICPD25 Nairobi Commitments and Vision 2030.
The Bill’s development was guided by extensive public participation and stakeholder engagement from 2017 to 2023, involving youth, women leaders, Parliamentarians, and development partners.
Dr. Sheikh reaffirmed NCPD’s commitment to providing leadership in population policy management to ensure that population dynamics are effectively integrated into Kenya’s development planning framework under the Bottom-Up Economic Transformation Agenda (BETA).

TREE PLANTING AND HANDING OVER OF BUSES TO SCHOOLS IN BUSIA COUNTY
The Director General of the National Council for Population and Development (NCPD), @DrAbeySheikh earlier today joined the Head of Public Service and Chief of Staff, Mr. Felix Koskei, EGH, during the official handover of two new school buses and a tree planting exercise held at Lupida Primary School, Busia County.
The event, presided over by Mr. Koskei, saw the handover of buses to St. Francis Lupida Secondary School and Siera Girls Secondary School, donated through the National Government Constituency Development Fund (NG-CDF) under the Best Practice Demonstration Program.
The initiative aims to ease transportation challenges, enhance educational experiences, and promote co-curricular engagement among students.
Mr. Koskei lauded the Lupida community for their strong commitment to environmental conservation through tree planting , an effort that aligns with the President’s JazaMiti Initiative, which targets the planting of 15 billion trees by 2032.
In his remarks, Dr. Mohamed Sheikh highlighted the ongoing work and achievements of the National Council for Population and Development, emphasizing the Council’s role in supporting the government’s development agenda through population data, policy, and planning.
The event also featured remarks from the Principal Secretary for Economic Planning, Dr. Bonface Makokha, who underscored the importance of the Bottom-Up Economic Transformation Agenda (BETA) as the foundation of sustainable national growth.
Also present were PS Susan Mang’eni (MSMEs), Hon. Joseph Oyula (MP, Butula Constituency), Hon. John Olago (NG-CDF Chair), Prof. Paul Wachana (KIPPRA Chair), Arthur Osiya (PAS, Executive Office of the President), and other senior government officials, DGs, and CEOs of SAGAs.
