That was labeled False and tilts the assessment.

@LorrieAnn25 @chrislhayes Because the Speaker of either chamber normally won’t bring a bill to the floor they don't have enough support to pass. Single issue bills put a spotlight on voting for or against that issue on the record. It does also require more intelligence and reading for a real debate.
