Adam Babaale Secretary Local Government Finance Commission on enhancing local economic development agenda urged for the following
▶️The transfer of park user fee collection from urban authorities to @URAuganda created created a gap, as they neglected registration and enforcement, leading to illegal pack user fee collection. Negotiations are underway to reinstate LGs' collection of park fees, potentially generating UGX 100 billion annually.
▶️The amended Market Act eliminated landlords in markets and ownership of lockups by public servants. Despite this, some local governments are abusing the law. To address this, LGFC is registering all vendors for direct tax payments to local governments via IRAS.
▶️Other untapped revenue collection sources include boda-bodas if organised across the country, Government can collect UGX 300bn collected annually
▶️Lastly, LGFC is pushing for professionalisation of Administration and management of local revenue. Most districts currently recruit accountants with no training on local revenue administration and management

From June 10–13, 2025, WaterAid Uganda held a three-day training to build internal capacity in policy, budget, and influencing advocacy to advance climate-resilient water, sanitation, and hygiene (WASH) services across the country.
The training was led by Chisomo Manthalu, National Advocacy Support Lead; Manka Kway, Regional Advocacy Manager; and Patrick Rubangakene, the Advocacy Officer. Sessions focused on Uganda’s planning and budgeting cycle, stakeholder mapping, and advocacy narrative development.
The initiative comes at a time when Uganda’s WASH sector faces widening funding gaps and increasing climate threats. Strengthening advocacy from within is part of WaterAid Uganda’s broader strategy to position WASH as a public health and climate resilience priority.
