I wholeheartedly support the CAPF officers push for positions of command at senior levels.
IPS officers must relinquish their stranglehold on senior appointments of CAPFs.
The govt has by-passed SCs directions by passing a new Act and this must be condemned in strongest words.
Number of 3000 is a strong number. CAPF has taken right step going to Supreme Court. Coast Gurds are headed by their officer. Indian Navy graciously stepped back. Every one is full of potential, without an exception.
This maybe the first small step in bringing reforms in our Police forces. Absolutely no justification, what so ever in 'parachuting' straight into senior leadership positions without the rigour of hardships.

The upper age limit for UPSC CAPF AC is 25 years whereas 32 years for CSE (Earlier it was 30 years).
CAPF officers require tough physical strength and mental robustness along with decent intellectual acumen which is effectively judged by the examination pattern so designed.
I opted for CAPF because I loved such an adventurous and challenging life. The Government of India appointed me as a Group A officer that's why I preferred it over State Group B service which I got in a very first attempt without any coaching or serious preparation.
The present issue was never against any service.
It was simply a fight for the right which was given to almost all Group A services, whether selected through CSE or otherwise, except 5 CAPFs.
Officers like me were simply asking for the pay parity which has been systematically denied since 2009, when all other departments implemented the recommendations of the 6th CPC.
I always avoided writing anything on social media or at public platforms on this matter but I have been badly hurt by the stand taken by my own government and the statements from the people of civil society like you, so at the cost of any action against me by the government, I'm responding to your tweet (for the first & last time) @imlodhi that please have some respect to the officers of CAPFs who have volunteered to serve the nation at the cost of their own life, not because they were unemployed.
You have done good research on this issue, please also do one research about the calibre and professional qualifications of the officers recruited as Group A in these organisations.
The government through UPSC advertised Group A entry here so please don't compare with state DySPs, who are a feeder cadre to IPS, whereas we are not feeder cadre to IPS. Our Cadre was first raised in 1961 and trained along with IPS probationers at CPTC Mount Abu, later on shifting of the CPTC to Hyderabad as SVPNPA we got that academy with the name Internal Security Academy (ISA).
Our aspirations are very limited and never compared with IPS. I have many good friends in IPS and also good family relations with so many seniors. But when the system starts discrimination against any particular service it hurts, it hurts more when you have devoted your 100% to a service where leave promotions, no one is ready to give you a fair and reasonable financial parity, in spite of clear Government orders, cabinet approval and Supreme court judgement, it is unfortunate.
As per NFFU scheme being a 2005 batch officer I should have been given NFSG in 2018 and SAG (IG level pay) in 2023, which is being enjoyed by the officers of 57 other Group A services whereas I am struggling and battling for even NFSG in 2026, which is even given to ancillary Cadres of CAPFs which are neither selected through CSE nor through UPSC.
What to say???
A very demoralising state of affairs for the hardworking and dedicated officers.
One more thing, I would like to add- I appeared for the CSE once before joining the CAPF, that too without any coaching or proper guidance, cleared prelims and scored 972 in mains, just on the basis of preparation of State PSC (Rajasthan) marginally missed for the interview, that was my very first attempt and I never appeared again for any CSE or other exams in spite of having multiple chances left.
Second thing, please read CRPF Recruitment Rules which are already providing 33.33% ADG quota to CRPF Cadre, CRPF officers are getting the post of ADG since 2009.
This bill has been poorly drafted, if I would have been given the opportunity, I would have prepared much better draft which has definitely satisfied all stakeholders be it MHA, IPS or CAPFs.
Government is free to decide posting at the level of ADG, SDG and DG without any restriction or guidelines from the supreme court, it has simply directed to frame the RR, SR as per OGAS norms and cadre review within 6 months, which timeline has already lapsed. No bill/Act required to implement it

Your appreciation of the issue, I say this with due respect, does not appear to be grounded in the full factual and legal context. Diverting the core concern towards a debate on so-called “IPS hegemony” in the Central Armed Police Forces (CAPFs) does not address the real question at hand.
Let me clarify at the outset: there is no contest between services. We hold the Indian Police Service, and every other service, in equal regard. Each was created with a defined mandate to serve the people of this country. The present issue is not about inter-service comparison, but about adherence to established service jurisprudence and principles of fairness within the framework of Organized Group ‘A’ Services (OGAS).
The CAPFs—such as Central Reserve Police Force, Border Security Force, and others—have been recognized as Organized Group ‘A’ Services. The fundamental attribute of an OGAS is a structured cadre management system ensuring assured career progression through internal promotions, particularly for posts up to the Senior Administrative Grade (SAG), which in these forces corresponds to the level of Inspector General (IG).
It is precisely this principle that cadre officers have been consistently asserting. The demand is simple and legitimate: that posts up to SAG level be filled by promotion from within the cadre, as is the norm across other OGAS in the Government of India. This is neither a demand for exclusivity nor an opposition to deputation. Deputation is a well-recognized administrative tool, and we are not against it. However, deputation cannot become a mechanism to structurally deny cadre officers their rightful promotional avenues.
The issue has also been examined judicially. The Supreme Court of India, after considering all arguments—including those relating to operational requirements, coordination, and leadership inputs from IPS officers—did not accept the justification for continued deviation from OGAS principles in CAPFs. The spirit of that judgment was to restore parity and uphold cadre rights.
It is pertinent to note that the Railway Protection Force, functioning under the Ministry of Railways, has moved towards implementing the judicial directive in letter and spirit. This demonstrates that administrative alignment with the legal position is both feasible and practical. The divergence in approach by the Ministry of Home Affairs, therefore, raises legitimate concerns.
What is even more troubling is the recent legislative attempt to accord statutory backing to a structure that effectively bypasses the intent of the judicial pronouncement. If this perception holds true, it risks undermining not only cadre morale but also the sanctity of service rules and the principle of equality across OGAS.
The recurring arguments—that IPS officers are inherently more competent, better strategists, or superior in coordination—are neither substantiated nor relevant in a rules-based system. Competence is not the monopoly of any one service, and institutional frameworks cannot be built on subjective assessments. CAPF cadre officers have decades of operational experience, field exposure, and institutional knowledge that are indispensable to these forces.
Let us, therefore, not lose sight of the real issue. This is about:
•Upholding the defined structure of Organized Group ‘A’ Services
•Ensuring fair and predictable career progression for cadre officers
•Respecting judicial pronouncements
•Maintaining institutional integrity over individual or service-based preferences
We are not against any service, nor are we seeking to exclude anyone. We are only seeking what is already recognized in law and practice across the Government of India.

यह सिर्फ एक अफसर की पीड़ा नहीं - यह लाखों CAPF जवानों के साथ हो रहा संस्थागत अन्याय है।
ये जवान सीमाओं पर तैनात रहते हैं, आतंक और नक्सलवाद से लोहा लेते हैं, लोकतंत्र के उत्सव चुनावों को सुरक्षित बनाते हैं। लेकिन जब इनके अधिकार और सम्मान की बात आती है, तो व्यवस्था मुँह फेर लेती है।
खुद CAPF के जवान इस भेदभाव के विरुद्ध हैं। सुप्रीम कोर्ट तक ने इस व्यवस्था पर सवाल उठाए हैं। फिर भी, वर्तमान सरकार इसी अन्याय को कानूनी रूप से स्थायी बनाने पर आमादा है।
यह विधेयक केवल एक करियर रोकने का प्रयास नहीं - यह उन लोगों का मनोबल तोड़ने की कोशिश है जो देश की पहली रक्षा पंक्ति हैं। और जब उनका मनोबल टूटता है, तो राष्ट्रीय सुरक्षा की नींव हिलती है।
हम CAPF के जवानों का सम्मान सिर्फ शब्दों में नहीं, नीतियों में करते हैं। कांग्रेस का साफ वादा है - हमारी सरकार आते ही यह भेदभावपूर्ण कानून समाप्त होगा। क्योंकि जो देश के लिए लड़ता है, उसे नेतृत्व का अधिकार मिलना ही चाहिए।
Imagine being told that “we want you to take a bullet for the country but we will not let you lead your own force.”
This is exactly what the Modi Govt is doing to our CAPF officers through a new Bill.
CAPF officers who work in combat conditions will now be led by IPS officers on 5-year deputations who are being placed there to do the bidding of politicians.
Personnel of CAPF get ZERO facilities & work in the harshest conditions.
Instead of bringing a Bill to improve facilities & working conditions for the CAPF, the Modi Govt has instead chosen to discriminate against them.
